Public Perception of Judicial Accountability and Impartiality in the Prosecution of Financial Offenders in Bauchi North Senatorial District, Bauchi State, Nigeria

Abstract
This study examines judicial accountability and the prosecution of financial offenders in Bauchi
North Senatorial Districto of Bauchi State, Nigeria with emphasis on how accountability within
the judicial system influences the effective prosecution of financial offenders. Financial crimes
such as embezzlement, fraud, money laundering, bribery and misappropriation of public funds
continue to undermine economic development, public trust, and the rule of law, Although
Nigeria has established anti-corruption institution and legal frameworks to combat these
offences, concerns remain regarding delays in trials, inconsistent judgments, political
interference, corruption within the justice system, and weak enforcement mechanism. Using a
cross-sectional survey design, data were collected from 1,129 respondents through
questionnaires and in-depth interviews with key informants, including judges, lawyers, law
enforcement agents, and civil society representatives. The findings revealed that judicial
accountability is widely perceived as compromised, with political influence, favoritism, and
personal relationships affecting prosecutorial outcomes, while open-mindedness and ethical
conduct are recognized as critical for trust and effectiveness. Similarly, judicial accountability is
perceived as weak, with inadequate monitoring, inconsistent sanctions, and limited enforcement
mechanisms undermining public confidence and the credibility of financial crime prosecutions.
The study concludes that deficits in accountability hinder fair and consistent prosecution of
financial offenders and recommends strengthening merit-based judicial appointments,
transparent case management, continuous ethics training, and effective enforcement of sanctions
to enhance judicial integrity and public trust in the justice system.
